Yes. You can blow on the ball in pickleball, and it is completely legal.
Here's when it applies. If the ball lands on your side of the court with enough backspin that it starts rolling back toward the net on its own, you are allowed to blow on it to keep it from going back over. That counts as a live ball, and the point keeps going.
It sounds made up. But it's not.
